I'm not 100% sure on how those rules work, other than the segment on duelling electors. However, they still voted for Biden so in theory he did win, the duelling electors come in to play on the 6th, where I'm sure the votes will be discarded, objections will be raised, and Pence will have the final say, so Trump remains president.
All in all, bullshit to go on electors confirming their votes and not wait til inauguration because the headline says "Next president". Even further bullshit to settle the votes now because even if electors confirmed Biden, they could have just said so and voted Trump, which wouldn't be found out until the 6th of Jan anyway
