SolarWinds has loose ties with Dominion. AKA, Dominion uses their monitoring and tracking software. It doesn't have anything to do with the election, but it's how the hackers were able to access the Dept of Treasury servers.

Which means that if you can decide the creds, on board SolarWinds you can snoop into anything on the network being managed.
