Here's my theory
Jill Biden is his Controller.
Before he won the senate seat he was loosing, because you know, he's joe.
So he went to DuPont and asked for money. With DuPont's "Grass Roots Surge" Biden was able to pull of a narrow win.
Day he's being signed into office, all of the females in his family just happen to die.
I think this is the sign of DuPont telling Biden who owns him now. Jill gets situated and has been pulling the strings of Joe for the last 40 years.

Source: I originally watched a CSPAN documentary on Joe (Found in late 2016 on cspan website) that I cannot for the life of me find again, it detailed how DuPont helped his campaign back on his very original senate run.
Additionally, DuPont is one of the original Federal Reserve Families (Fed Reserve has only ever been up for sale once, and that was at the conception of the Reserve). Odd for the Federal Reserve to invest into a politician.. .right? oh wait
