I'm confused. The table at the top of page 2 shows three different dates for the same votes being tabulated, and Trump gets more votes each time. Are they saying Trump cheated? Forgive my ignorance, but I am truly confused.

One possibility I’ve heard is that they realized the initial Biden heavy results were too extreme to be believed given prior election results for that area and so they manually adjusted the numbers to something more realistic.
