It's a scammer trying to get you to keep sending him money as he promises you he's working on it.

Eventually, the people who fall for it are thousands into it by the time they figure it out.

These are some motherfuckers that do this. There was a big news story on this scam

Yup, that's a scam.

Also, avoid clicking on any links or buttons in any such mails as that scammers may have hidden commands in the code that may do unwanted things to your computer or phone.
