In ranked choice, the candidate with the least 1st place votes is eliminated, and their votes are redistributed to the 2nd place choice on those ballots. There are no fractional votes.

To future-proof the product. So votes for/of minorities can weigh more than those of whites, for example.

You could do Weighted voting with scantron type ballots.
