Maybe I'm misunderstanding something, but why didn't the DNC try this in 2016 if they wanted let Hillary in so badly. Couldn't some states also have sent democrat electors (like now republican and democratic electors are sent in some states), and keep it from Trump in 2016? Or do they need some underlying basis for something?
