The STATES send electors.... officially the LEGISLATURE IS SINGLY AUTHORIZED to pick and send the Electors to Congress.
Legislatures set up a process in the STATE LAW for elections - which allow citizens to vote - the vote tells the Legislature who to pick... but they really don't have to follow the citizens vote... and in some cases there have been big problems... like ELECTION FRAUD! Where the VOICE OF THE PEOPLE IS MANIPULATED.... illegally changed from one candidate to the other!
In 1960 - Hawaiian election day results had Kennedy ahead - but the legislature felt there was tremendous Fraud - so while the state law sent the DEM electors - the Legislature felt the FRAUD was so bad that they decided to send the Republican Electors for Nixon as well.... so Hawaii sent 3 Dem and 3 GOP electors that year even though they only get to send 3.
Nixon was VP at the time... and was in charge of the Elector College on Jan 5th 1961.... He decided that the extra 3 GOP electors from Hawaii were not important - and asked the Congress for a vote to discard the Hawaiian GOP Electors.
They are fake, in a sense. We have them on standby in the event that Congress tosses the real electors, but you can't be a real elector unless you're sent by your state's legislature. Not a portion of the Republican side.
To my knowledge no state legislature has chosen these alternate electors to be the electors yet. That said, I obviously prefer the term alternate electors. The term "fake" is obviously loaded in spin.
