We have been using scanning technologies for 50 years -i recall tests in school with them in the 1970's. The problem now is you have crooked software. Scanners are very good at scanning the circles at high speed but you have crooked software intended to manipulate the results not report accurately.

A HIGH SCHOOL ROBOTICS TEAM CAN BUILD MACHINES WHICH ARE FAR FAR MORE ACCURATE WITH OPEN AND TRANSPARENT SOFTWARE.

THIS SHIT IS BY DESIGN. 100 GOD DAMNED PERCENT BY DESIGN. THEY ARE HOPING THE TECHNOLOGY IS JUST TO COMPLICATED FOR THE POPULATION TO UNDERSTAND. IT MAY WORK IN SOME THIRD WORLD COUNTRY BUT NOT IN THE UNITED STATES. THIS IS NOT THAT COMPLICATED OF TECHNOLOGY. LIKE I SAID A HIGH SCHOOL ROBOTICS TEAM USES MORE COMPLICATED OPTICS.
