SolarWinds is an aggregate monitoring system of servers. That 'raid' is on at the SW HQ. It wouldn't contain any information related to Dominion. All that data is stored locally at the servers themselves.
They don't use like a SolarWinds API to interface with their own servers. If that's how it worked, the government wouldn't be using them since that's a HUGE breach of security. The government will NOT allow any software or hardware that can punch holes in their firewalls. They're actually really strict about this. It's a hard no.
