The way our government works there is a system of checks and balances. For instance, in order to punish someone for breaking a federal law, you need:

1. A majority in both the House and the Senate to agree to the exact wording of the law and then submit a bill to the president.
2. The president to sign the bill. Or, if he vetoes, 2/3 of both houses to override the veto.
3. The president to enforce the law.
4. A court who will accept the law as constitutional. (The Supreme Court can set the policy of federal courts to refuse to hear certain cases because the law is unconstitutional.)
5. A jury to convict.

That's a lot of hoops that one needs to jump through in order to use the federal government just to do something simple like punish a criminal!

For the election of the president, it's a similar process. If you want to be president, you have to jump through the following hoops:

1. Get enough state legislatures to appoint electors so that you have a majority of the electoral college.
2. Get all those electors to vote for you on 1/6.
3. Get the vice president to read those ballots on 1/6.
4. Get the house and senate to not object to the reading of your ballots.
5. Survive until 1/20 and show up in public at a place where everyone knows you will be.

That's ONE way to become president. Here's another way:

1. Get some state legislatures to appoint electors for you.
2. Get those electors to actually vote for you.
3. Get the VP to read those ballots.
4. Make sure no one gets a majority vote of the electors.
5. Have the majority of state delegations to the House vote for you for president.

Again, do you see all the hoops you have to jump through?

At this point, all eyes are on Pence: Which ballots will he read? Which will he refuse to read? It's up to him, and it always has been. No one can force him to read ballots he doesn't want to read. And congress can either certify what he read or reject what he read. It cannot force him to read what he doesn't want to read.

And if no one gets a majority, then it's clear how congress will vote: Trump for president, Pence for VP.
