It's not stupid though when you consider their goal is to evade very powerful statistical analyses.
If you just add 100 votes to every precinct you'll be caught right off, it has to look natural - that's the purpose of these many ratios.
There's probably a lot more to it in picking what precincts to modify as well that's nearly impossible to reverse engineer even starting from the ratios.
The adjustment has to be reasonable. Can't have an R+32 precinct go D+50. That's the reason for all the mathematical hijinks. Unfortunately for them they assumed the election would always be sort of close. Algorithm broke because so many people voted for trump. Hence they stop counting and start stuffing ballots in the precincts that will have the most effect (because of high biden ration).
