I'm even okay with paper ballots not matching. There are ways around that if you have access to the ballot storing room.

But Solomon never seems to clearly state the top level accusation. I understand he claims to witness many districts reporting results floored to the ratio of a specific wheel branch (based on total votes and a wheel divided into 2500 parts or so)... but he never seems to explain what this does at the top level.

The lack of a straightforward explanation of the overall system makes me discount it all.
