The adjustment has to be reasonable. Can't have an R+32 precinct go D+50. That's the reason for all the mathematical hijinks. Unfortunately for them they assumed the election would always be sort of close. Algorithm broke because so many people voted for trump. Hence they stop counting and start stuffing ballots in the precincts that will have the most effect (because of high biden ration).
