I get the overall idea, perhaps better than most. I understand he is saying that if a 'siezed' district has, say, 471 total votes his claim is that it gets assigned to a branch of the wheel and the 471 votes are set to an exact Trump % based on the spoke of the wheel, then floored to that branch, then the rest to Biden with a small set to 3rd party.

What I do not get is if he is saying the District actually got 471 votes and these are all flipped, or if all these 471 votes are pure fake, or where the 'balancing the wheel' comes into play.
