California keeps passing unconstitutional laws that are so egregious even California judges strike them down, but they remain in effect for years while they go through the courts.
It's not working. For example, in California they passed a law requiring background checks for ammunition purchases. It was struck down as unconstitutional, but the law remains in effect as the state appeals.
