The answer is a resounding no on that one outside a few very small programs. Make that $10Bn function as an endowment for the black community and take the $500M+ that was offered by POTUS for small business development in opportunity zones. It’s not complicated and I regret that all the black Trump Supporters know that this is the case but because of their communities are not able to access clear solutions like this.
