Questionable whether the ECA is enforceable since the constitution gives no authority for making laws about that.

But it doesn't outright contradict the constitution's procedure(what actually matters, but it is vague) as far as I know, so it is a reasonable interpretation.

The President of the Senate shall, in presence of the Senate and House of Representatives, open all the certificates, and the votes shall then be counted.

The text of the ECA states 'certifications AND documents purporting to be certifications'. If I managed to smuggle in a piece of paper that simply said 'Jerry Nadler shat himself on live TV', Pence is legally required by the ECA to read that statement and file it in with the other EC vote documents.

The state legislature appointed the Trump electors. The state legislature retains the right to appoint the electors. Therefore Trump won in an electoral land slide.
