I'm gonna make a prediction that Friday will come and go with no report.

The wording in the EO is at the conclusion of an election the 45 day clock begins.
Has the election been concluded? The EC voted yesterday. Have those voters been certified?
In my mind, the election is not concluded and the 45 day clock does not begin until the EC vote is certified.
If we want to play along, the report is 99% complete, and as more information is discovered it's added.
Technically, the steal is not official until the EC certifies. Then the crime has been committed.
The 45 days is just a reference to '45'.
So, if we want to play along the happenings and the EO regarding foreign interference with the election will begin happening when the Electoral College certifies everything for Biden.
This is both plausible and completely unlikely to happen simultaneously.
