I think it goes a step past kamala. Either she's being used as a voice box for hillary or a stepping stone for pelosi. She seems too far out of the circle

Kamala is Obama's protege. She's the chosen one. Way back in primary season all the Virginia ex-intelligence Congress reps (that cheat in their elections as well) endorsed Kamala when she still wasn't polling well. I thought it was weird as everyone else was focusing on Biden and Bernie. Now it all makes sense.
