Right--they are there to provide tech support. They do not technically "run the election." Realize, they are complicit in this crime by facilitating it, but they have plausible deniability as far as the actual operation of the hardware and software by the government.
Dominion is lying through their teeth as far as what is possible on their hardware and software is. Or who their owners are. They say they do not have any access to the polling places, yet we have a testimony in GA from a precinct worker where Dominion logged in remotely to update her "pad" and evidently the "printer" that prints the actual "ballot" with a QR code that is scanned into their tabulator. So they DO HAVE REMOTE ACCESS and CAN perform remote updates and diagnostics.
The Dominion CEO is very careful to say that the tabulators have no modem or internet access. Technically, that is true. But it does have a network interface. And it can be connected to other computers on the network that can have Internet access.
My understanding is that he is not under oath, so there is no penalty associated with lying.
My other issue is that through a quick search, I found that the Michigan machines have wireless modems inside that have internet access. These machines are not all hardwired. NBC News ran a story on this in January.

It's verbal sleight of hand. Dominion doesn't officially run elections; some local election clown does that. But Dominion's machines and software ARE on site and are up and running and counting votes. They are helping!

I think this Dominion thing might be some of that "3D chess" stuff. Dominion was never suspected from a programming aspect, but by calling them out publicly it would cause them to defend not only their position/product but also how they intended and trained the counties to operate. However since the vulnerabilities were found, it was communicated at a local level amongst DNC reps who were willing to cut corners, break the law and exploit this loophole by having him testify in defense, it nails it down to a non-deflectable fault of the local people as well as potentially foreign interference.
