I am not a super smart CEO, just a humble pede, but it seems that counting votes is pretty simple. Software should not be updated very often, if at all, and the system should be foolproof. Furthermore, even a humble pede knows there is no honest reason that votes would be counted as a decimal, in kindergarten I learned what whole numbers are and votes are not percentages or fractions. There is also no reason to connect to the internet.
