At 13:19 you can see his eye do something really weird... The right side of his eye just randomly drops for no apparent reason... Seems extremely weird.

I was thinking of an overlay myself as well. But you asked the right question. Why would they do this? As far as deepfake tech goes they can use anyone to give the speech and make it appear as if biden was standing there.

Turn the sound of and watch the last part of his speech. It scares the shit out of me. The way his mouth moves at 12:43 is not normal, the whole video is one big uncanny valley. Can anyone verify?

I'm not an expert, but I think it was real. I'm with you on the video looks strange though. I think it looks like keyed (green screen) footage. Maybe it is just strange soften and sharpen filters mixed together to make him look younger.
I'm taking a gamble putting this out there, thank you for your opinion. Still the longer I look the more uncanny it gets. His teeth are also very different from what we're used to seeing.

I just see a confused, feeble old man reading lines that has no idea what the fuck he's saying but trying to make it sound important.
Its possible they cgi over the top of him to make him look presentable to the public. Because in most untouched photos he looks more like a corpse than a human
