Kick out all of the Federal Employee's and vacate all federal buildings. Kick out all FBI field agents. Or they can rescind their employment and request to join the new union.
States hang onto all military hardware currently on their land. That includes all planes, weapons, nuclear armament. Those that want to join the new union are welcome to, provided that they sign the union charter and decry the 'old united states' and their tyrannical mandates to force fraudulent elections upon states that would suffer.
We can work the import/export thing out a bit later on. We cut off all resources and trade agreements with states that are not part of the new union and we place embargo's on ALL trade with the 'old united states'. That means no food, no water, no power. In the event a state from the 'old union' attempts to act aggressively to another state in the new union, it will be considered an act of war and appropriate action will be taken. Any citizen of the 'old union' will be forced to go through immigration proceedings. All citizens of California will be required to wait a mandatory 12 months before immigration review. Review does not mean the request will be approved.
