The TLDR Fix I suggest is to simply set your DNS Addresses to NTT Communication's Public Cloud DNS. Pretty much the fastest in the states...

Here's the addresses. 129.250.35.250 129.250.35.251

Here's a guide on how to set the DNS Server in your router ( Preferred, individual device setup not required on local network. ) or, your individual device if you prefer... https://www.howtogeek.com/167533/the-ultimate-guide-to-changing-your-dns-server/

"Hey, Mr. Guy, I don't wanna one fit all solution and would like to apply science to my DNS requesting optimization techniques..."

You sir, or madam, are in luck...

You can run a benchmark on the performance of various public DNS servers using the following tool... https://www.grc.com/dns/benchmark.htm

This tool will give you a baseline of what's fast and what's not. In order to produce accurate and helpful data it is best if the band with on your internet is idling. I.E. no downloading, streaming or gaming while it runs.

I do not know if it can detect the delay a DNS filter would add to URL lookups. So, keep in mind the fastest server listed may not be the fastest to use. Benchmarking takes about 5 minutes.

After the initial scan the benchmark software will ask if you would like it to generate a custom DNS list and the benchmark that custom list. This will be especially useful for international Pedes.

I noticed my page lookups were becoming abysmally slow about a month ago and this solution completely fixed the issue. Pages were taking around 5 seconds to lookup (This is when the wheel is spinning counter-clockwise) sometimes as much as 10 seconds of lookup time before getting the address and loading. This lookup time also affects elements on the page, like embedded ads, images and videos. Which sometimes have to load first before the rest of the page will load. This fix WILL speed up your surfing significantly. Feels 5x faster in my case. Plus, you will deprive the Deep State of info on your surfing habits...

Good luck pedes, may your surfing be faster than ever!
