China has a huge civilian airline pilot shortage. They are being trained in a lot of places. This isnt a scandal. The scandal part is China has really high paying pilot jobs that are filled with American and EU pilots and those guys will lose their contract jobs as the natives build experience. The same thing happened in Japan 30 years ago
