I thought that was a great move by him actually. It exposed that the governors, mayors, DA's of these cities were entirely corrupt. It was also the more constitutional move, to allow states to handle their own affairs. And finally, what did he gain by sending in the guard right away? They would just quickly flip around and call him a dictator, say he's suppressing the voice of black people etc. That was a brilliant move by Trump to hold off how he did.
