People could just drive there, and with their cars block every road in and out of the capital, as well as the airport. Theoretically, pedes in major cities could do the same at all the major airports. The truckers had talked about striking and blocking things up, but it doesn't take trucks necessarily (although it would take fewer). Enough cars could bring everything to a halt.
