Questions about posting: GIFs and animated banners

I appreciate anyone who gives me a couple minutes of their time.

  1. I made a GIF I'm trying to post. In the past I've had issues posting GIFs but I usually found a way to work it (made slight tweaks in official apps or programs and saved). That's not working this time. Why can't I post it?

  2. Are the animated banners added by the mods? Or are those added using some sort of hashtag?

Once again, thanks for helping a newb.

The animated banners are flair, which you can add to your post after it’s been posted. Look under the post title, you’ll see a link for Flair, then select the one you want to use.
