Reagan was very popular in his second term, and still didn't get there. In '92, Perot brought out the independants but I still believe there was significant fraud. '04 had too high of a turnout for Bush not being that popular, and every election since is suspect.
Could more than 40% of the country turn out to vote? Nearly a quarter aren't old enough. Then remove felons, mentally incapable (Downs, alzheimers, etc.), green cards. Easily a third aren't (or shouldn't be) capable of voting, and it might be higher than 40%. Then consider the indifferent and disenfranchised. So, more than 40% turn out is possible, but would require significantly more engagement than normal. However, 47% turnout, >4% points above the record, is unbelievable!
