People seem to think the military is this huge homogenous body but it's not all. Every unit is basically like it's own little world and if you're not involved in something, you don't know much about it UNLESS your buddies tell you. And your buddies always tell you. Friendship is a sacred thing to some of these guys and especially in combat arms.
By the time you make Colonel, you have a lot of friends in a lot of interesting places. In fact you don't get that far without a lot of friends. It's very believable that he would have some indication that strange things are going on.
The men, the equipment, food, transport etc all has to come from somewhere. The officers of those units notice that stuff because they are always setting up and doing training, working through maintenance schedules etc., all kinds of things. When those things get moved around unexpectedly it causes a lot of headaches and a metric ton of rumors.
So ya it's very reasonable that a Colonel would have a lot of information we don't. Also 90% of what he's saying is kind of standard or just common sense if you've had some training.
What I think is going on here is this gentlemen has heard a few things, put 2 and 2 together, and is putting out this message out of genuine concern.
