The poll workers scan in a batch of ballots and the tabulators just ingests them, tabulating around 30% and marking 70% to be manually adjudicated.
The poll worker opens the folder with the scan images, sees the software's assumed value for voter intent in each election. The poll worker is 100% free to click on whatever the hell candidate she wants to correct the decision made by the software. She then submits it.
Here's where things get really cool - The machine is also able to print out ballots to recover lost or damaged paper ballots. Happily, the printed ballot does not have the original marking by the voter, but only the marking by the poll worker. Then, when recount comes - all of the manually adjudicated ballots have been swapped out with the machine printed replacements. Remember all the talk of "pristine ballots with no folds"?
Crap! And just like that I no longer understand what I thought I understand :). So, I agree, the adjudication logs are missing. That's 100% true. So, what is this 68% number then.....I'm going to get a clear understanding of this tomorrow.
