When it was very popular they did it just because of that. It was supposed to look good. Nowadays it's usually just a reflex. Like they don't want to smile for the pic but they don't want to just do nothing, so they do that with their lips.

The girl from the pic specifically doesn't look like she's doing duck face tbh. She looks like she wanted to look annoyed for the pic 😂
