Most votes are "whipped" for days or weeks before being brought to the floor. If the Whip can't get the pledges he needs for votes, he knows it's mostly pointless to call the vote. He didn't overturn it, he blocked it with an injunction, which is temporary and contingent on his winning a case at a later time. Or am I mistaken?
