It might be technically true. Most computers don't have modems because these days they are really only used for Fax/Voice services and other specialized services.
Most computers DO have network cards/Ethernet interfaces.
It would actually make a little more sense for election machines to use modems - the amount of data to be transferred is small, the machines could connect in a much more secure point-to-point manner allowing for fast transmission of results while limiting exposure. The connections could be encrypted with a one time pad which is about as bulletproof as encryption gets.
It would be a hell of a lot better than just plugging them into random internet connected networks. But even with modems it would only take one of those machines getting compromised, and one common vulnerability across the machines and you are back where we started.
So fuck that. I work in IT security. High security. And the more I see, the more the only thing I want counting ballots are triple redundant homo sapiens.
I guarantee that county owns modems. Probably sitting next to their router, or contained in the same box as their router.

They went to the “Chicago” warehouse where Dominion was monitoring via internet the live results. They filled out the ballots needed to put in the open “lock boxes” to match the adjusted numbers. The CEO said they weren’t connected to the internet: LIE.
THE CEO says the steel boxes were locked: they were unlocked the entire time and being used as barricades... LIE
Ballots (60K?) came in at 4am (past deadline) and were put in the boxes = stolen election.
No, when the CEO was described locked ballot boxes he was talking about in-person voting machines -- you feed your ballot in and it reads your votes right then (and warns you if you screwed up in marking your ballot) and once you (the voter) is good with it, it drops into a secure box under the machine.

I don't know enough about the election equipment to say that these are the voting machines, but they are the tabulators that are somehow collecting the vote data and transmitting it somewhere when the polls close and counting is going on or finished (unsure which) There's definitely something connected to the internet that is connected to the machines in some way. Again, I don't know enough about the process or laws to know what is supposed to happen. If inly we had more transparency and could easily find this info to check on our own election process...
