I can't find the quote, and my copy of Atlas Shrugged is unsearchable as it's a hard copy... but Ayn Rand pointed out so wisely decades ago that when you give a man who produces nothing the power to determine who is and who is not allowed to produce things via licensure, you also give them the power to control the producers by the same licensure.
