In short. Both congress and the senate have to agree. If only one of the senate or house agrees then the electors that are counted are the ones that the State certified. That is why the State Governors wanted to certify Biden because now Biden wins, period. There is no way in which Biden does not win now.
Contesting allows them to force a 2 hour floor debate on each elector. If they stall for enough time, Pence never gets to count electors, and this gets forced to a delegate vote.
