Yup. You got it. Carter cocksuckers here claim Carter but Carter's disastrous Iran hostage crisis fiasco that led to dead soldiers and civilians counts as war. And then Iran Iraq war and soviet afghan war happened under his watch. Nixon had a great detente plan with the Soviets and Carter killed it by going all hawkish on the Soviets.

Nope. "War" covers a lot of ground - if you mean declaration of war, by Congress, Carter, Nixon, Kennedy, Ford, Clinton, and Obama didn't have official wars.

If you mean military action, all Presidents since Eisenhower have mobilized troops one way or another.

Eisenhower started Vietnam:

November 1, 1955 — President Eisenhower deploys the Military Assistance Advisory Group to train the Army of the Republic of Vietnam. This marks the official beginning of American involvement in the war as recognized by the Vietnam Veterans Memorial. April 1956 — The last French troops withdraw from Vietnam.

Ike, sent military advisors to South Vietnam, shortly after the French defeat up North. 1956-57 time frame. First U.S. KIA in Vietnam was in July of 1959.
