In addition, all locations where the "vaccine" is being used must be equipped with multiple adrenaline pens (because they are used every five minutes when someone is having an anaphylactic reaction) and a cardiac defibrillator, with someone who knows how to use it.
Sounds like reasonable precautions for something as minor as a flu shot. /s
