I agree that sanctions and whatnot won't have an immediate impact on the election (although section 9, seizing assets, would be cool), but what I think you're missing is that it gives them the mandate to monitor the election infrastructure and the flow of funds. I don't think that's ever been done before.
There is nothing in the EO that precludes them from using the information gathered to file election challenges. The lawsuits so far have relied on mostly third-party data analysis. The EO lets them collect hard data gathered by the intelligence agencies. It'd be much harder to brush off that as deboonked.
I could be wrong, but that's my take, anyway.

I shared the picture of the FBI, ODNI, CISA statement from the post that's stickied right now and i asked him if what he posted has anything to do with it. Once I can figure out how to copy and past his reply or screenshot it without it telling him i did I will share what he said. I don't think fb messenger notifies people when they screenshot but im not 100% sure and the last thing I want to happen is for him to not trust me anymore.

I'm not one to buy in to these kind of things, and I'm not going to comment on this one specifically, but I could see it happening like this.
Someone in the know enough to have an idea something big is happening but maybe not the details, just enough that the worry is keeping them from sleeping, and they don't have anyone they can talk to about it or any real evidence they could go to the news with, but they feel helpless and want to say something, so they get their thoughts down on paper, but just writing it isn't enough, so they share it on a platform mostly made up of people they know, at least in passing. It doesn't violate anything they've signed because they didn't say anything that isn't publicly available to anyone paying attention, and it helps them feel like they have at least given some sort of warning to people they know.
If I were in a position of knowing something was coming but not enough to say what and when exactly (or not allowed to say those things), I know I would do something similar (though not on a HOA group because no way in hell would I ever live in one but maybe a closed email group of friends and family).
Again, not saying this is legit or not legit, just that how he chose to share the info and why is plausible to me.
