We did help Russia, plenty. And the ex-KGB guys and the Russian mafiya took all the help they could grab away from its rightful recipients, and used it to stuff their pockets.
That said, Russia is still better off now than when it was the USSR. Certain individuals may have it worse, but overall it's better. Of course, some of Putin's cronies are working hard to change that....
