There's no way the hand recount also includes readjudicating the ballots. I have a feeling, the ballots are marked when they are first adjudicated. The people counting the ballots just count what the original adjudication result was.

That means if the adjudication was fraudulent it won't be caught in a hand recount.

Also, signature matches do not occur.
