I wish he would have went on to say that this wasn't necessarily a culmination of hundreds of thousands of people with malicious intent, but possibly of select government workers sending themselves extra ballots and filling them in with the names of individuals on those lists. That would be the best way to cheat and blame the individual citizens if caught.
