After reading the EO, we should have no expectation of seeing the report at all. The EO specifically states that the report will be delivered to the president and very specific heads of agencies.

The EO states nothing about a public release, as much as I would love to see it.

For that matter there is no indication in the EO that the public would even know when it is delivered, much less get to read it.
