It could be as Sundance decided about Durham's investigation that the guilty parties had managed to compartmentalize information to the extent that it wasn't discoverable. Sundance figured out who the real investigator is, working for Durham, and gave that person, Aldenberg, publicly available information he was allowed to look at. And he did not know much of it! Since Sundance went to Aldenberg and said "WE know this, and now we know you know this too," it seems like Durham has accelerated pace. Don't discount the same situation for Ratcliffe.
