Ok maybe a bad analogy but I'll stick with it. Fraudulent or invalid votes happen and each state has a process to remove those votes and then certify. Until certification, it's that specific state's responsibility to fix it. TX can't just jump in and claim theft before the other state has finished their certification process. It would be like you catching someone trespassing (even if their intent was to steal) and then trying to get the judge to convict them of theft even though no theft occurred.
