Without knowing his tone of voice, body language, or having some other context this can be taken in different ways. For example,

1. He's serious. In which he isn't too bright.
2. It's sarcasm. In which it's funny cuz she'd be a horrible speaker.
3. It's a divisive technique. In which he's trying to get AOC to go after Pelosi's spit and cause a Dem civil war.
