Seems rather odd to implement an EO you have no intent of using. What would be the point or how much worse would the steal have to be to warrant implementation of the EO and the IA, than the events that have already happened?

Well....maybe he’s just brandishing the EO....trying to scare them. It doesn’t seem to be working and they are calling his bluff....or maybe he’s not bluffing. Wtfk
