Such a system is necessarily going to make it extremely difficult for the President to go after his rivals using the power of his office. Even the perception of that happening is destructive to the system, therefore the system probably has checks to prevent that happening.
So instead, we allow the Leftist criminals to walk free because optics. Meanwhile, when the Left is in power (even sometimes when they're not), Conservatives are visited with SWAT teams in the early morning hours.
