Thats the crux of the problem. It's similar to other things where pre-existing law upstream allows unelected bureaucrats to make laws, and cite the law which allows them to do it. Most of these are coming through health departments, which were given the authority by another law.
Many places have laws saying you cannot wear a mask when in a business (to prevent robbery).

Just say that it must be a constitutionally protected right, because prosecuting you would violate your right of privacy
